Seriously though, when did OFSSA begin, and what was life like before OFSSA?

In the late 1950's/early 1960's, I used to take a day off school (in Victoria) to watch the Vancouver and District Track Meet on TV, covered live throughout B.C. on CBC. The Meet at that time was held at Empire Stadium, and was attended by about 25,000 enthusiastic student supporters. Track was big in Vancouver then. Of course, the British Empire and Commonwealth Games were held there in 1954 with some chaps named Bannister and Landy, so a bit of residual excitement lingered in the air, I am sure.
